Dear Members,

    To cope with the changes facing the Egyptian Industries as Egypt opens up to the Global Market, it became imperative to review the role of the Management Engineering Society. We initiated a comprehensive effort to review the environment, presently and anticipated future and formulated the guiding principals to guide MES in the next era.

    I believe as we enter this new era. We feel proud to build on the excellent record the MES had achieved over the fast twenty-five years under the leadership of the past boards.

    I feel this charter document will enable us to go forward to serve the MES members, meet their expectations and trust that all members will participate in making MES, the organization we all aspire to see. I am counting on the support of the board of directors, the MES Committee and the members as we take MES towards the 21st century.

OVERVIEW

    The Management Engineering Society (MES) was founded as non-profitable organization under the umbrella of the Egyptian Society of Engineers in 1970 by pioneer engineers who conducted extensive studies and exerted a lot of voluntary efforts towards MES formation.

    Those studies concluded that many engineers were taking management roles and responsibilities to lead their industrial and business organizations participating in the development of the Egyptian economy. Hence, the need for the improvement and development of the management capabilities of those engineers occupying managerial positions in their organizations was apparent. MES main objectives were to introduce and avail modern management theories and practice to the Egyptian Society of Engineers and to exchange experience between the organizations and individuals working in the industrial & business community in Egypt.

    MES has successfully played its role over the last 25 years by conducting workshops, seminars, training courses and international conferences.

    Due to the current rapid changes in the local and international environment, it is necessary to re-evaluate the role of MES and develop its mission, goals, objectives and strategies to cope with the changes being experienced by the Egyptian economy, so that MES would play a more commensurate role in the industrial and business community in Egypt.

    This document provides the Management Engineering Society's vision, mission, goals, objectives and strategies.

    The intent of this document is to provide long term direction and guidance from which short term goals and actions could be tested to alignment and conformity.

 

VISION

    Today's business enterprises have to cope with fast varying conditions, necessitating a large degree of dynamic behavior to meet fierce competition.

    The customer finds large choices and has become, and will continue, to be more demanding.

    The vast advances in computers in computers and communications have introduced new means to develop and manufacture products of characteristics that were never possible before and at affordable prices. Leaps continue to come about both in manufacturing and services. In a highly competitive and fast varying environment, innovation takes on an enormous emphasis.

    Under such environment, the enterprise management emphasis shifts to complex issues such as global competition and quality.

    The management of an enterprise is now having to take initiatives, adjust promptly, and be more aware of the need to change in order to best deal with the ever fast changing environment surrounding the enterprise. Without "management Change" and a balanced "management of change", the capacity of the enterprise to beat competition and/or defend against threats can not be achieved or maintained. This is a continuous process that has to be recognized and practiced.

    This is what the late eighties have brought, the nineties continue to exhibit the same, and this trend will continue to prevail as we enter the 21st century.

    MES should therefore take an increasing role in guiding the Egyptian business environment to become more dynamic so as to work in synchronization with the rest of the world. This would require MES to take steps to bring about the appropriate institutional e.g. governmental actions that would eliminate hindering obstacles standing in the way of managing Egyptian enterprises effectively and efficiency.

    The fallacy that "Egypt" is unique ought to be dismissed and utilization of experience outside Egypt has to be maximized.

VISION STATEMENT

In the fast changing world, MES will promote awareness with; "Operation management & Project management" and developments in these fields so that Egyptian Enterprises attain the benefits reached by their comparable counter parts abroad. In the process, Management of Change will take an increasing emphasis.

 

MISSION

    A rapidly changing global economy where international borders are diminishing at night rates is resulting in a highly competitive, global market.

    This trend is putting pressures on organizations of all types to develop their managerial assets, thus, enabling higher rates of efficiencies and effectiveness.

    The survival of any organization is becoming dependant on the ability of its management to act effectively through creative, skilled and knowledgeable managers who can lead the organization and effect sound and prosperous growth.

    At all times, every organization plans how to develop its managers. Some apply the newly developed management techniques.

    New approaches encompassing tools and techniques, such as total quality management, re-engineering have been applied in recent years. These are driven and succeed only through skilled, dynamic and able managers.

    MES should take a leading position in the process of creating awareness, maintaining interest, fostering desire and encouraging actions, which result in supporting the industrial/business, community to plan and develop the career of their managers and to be managers.

    MES should work to nature the development and growth of leaders and managers capable of not only steering their organization through today's competitive business environment, but leading their organizations to the attainment of international standards.

    MES should plan and carry out campaigns to publicize the need for institutional actions required to eliminate obstacles facing the management of Egyptian Enterprises, set target audience and reach them through the most effective mean and channel.

    MES would conduct training programs using up-to-date material to spread the appreciation of " Management of Change " among various level of the society in general and among the engineering community in particular.

MISSION STATEMENT

MES will assist new mangers / supervisors, and mangers through providing them with forums to enhance, improve, widen their knowledge of up to date Operation Management & Project Management concepts, practices, trends. MES will participate in focusing attention to obstacles facing Enterprises management and promote effective resolution of generic problems.

 

GOALS

  • MES will become a prime catalyst in initiating, and nourishing the awareness of the growing needs for professional in the fields of Operation Management & Project Management.

  • MES is to act as a focal organization for opening communication channels with national and international Operation Management & Project Management societies and organizations.

  • MES will encourage experience exchange and technology transfer in Operation Management & Project Management among and to MES members.

  • MES will identify, and work with other organizations to focus attention on generic problems hindering Egyptian Enterprises, and work towards resolution of these pro.

  • MES is to encourage and support business & industrial communities to develop human resources in the fields of Operation Management & Project Management.

  • MES will participate and co-ordinate with educational institutes, training organizations and companies in availing to its members and the society at large up to date training programs in Operation Management & Project Management.

  • MES will promote Quality in Egyptian Enterprises.

  • MES is to expand and widen its voluntary efforts to increase its membership so as to cover major segments of the engineering and business communities, thus improving the effectiveness of the roles MES playas.

 

OBJECTIVES

  • MES will work to increase awareness and build interest among managers in Egypt to obtain updated knowledge in Operation Management & Project Management.

  • MES will bring focus among its members and to the Egyptian industrial and business community updated concepts and practices related to "Management Change" and "Management of Change".

  • MES will establish, enlarge, strengthen relations with international management organizations (IPMA, PMI, etc.).

  • MES will organize international joint activities in Egypt and abroad on a biannual basis.

  • MES will become the organization of choice that every one aspires to become a member of, to get the latest information on Operation Management & Project Management.

  • MES will take an active role with other institutions and or organizations in identifying specific problems with general nature that are hindering Egyptian Enterprises Management and seek solutions to these.

  • MES is to select and adopt Operation Management & Project Management Body of knowledge that would be of high interest to its members and easily used and referred to by them.

  • MES will provide support to Egyptian Enterprises in their development of human resources in Operation Management & Project Management.

  • MES will cooperate with local educational institutions and management organizations in both formulating the training programs to fit the needs and reflecting up to date practices as well as making objective referrals to training programs being offered.

  • MES will promote and support the development of the capabilities among its members in the Management Information System and Communications as essential tools for the modem manager.

  • MES will increase awareness of the industrial and business community with Quality Assurance, Total Quality Management and provide guidance to enterprises seeking Quality Certification under ISO 9000 series and others.

  • MES will become the organization through which valuable experience in Operation Management & Project Management would be shared among local organizations.

  • MES will work to establish a high quality regular publication "MES Magazine".

  • MES will work to increase company & individual membership.

  • MES will increase its individual membership among various industries, services, and particularly among young engineers to be managers.

 

STRATEGIES

  • MES will apply the following strategies:
  • Conduct high quality conferences, seminars & workshops.
  • Avail respected periodicals, international magazines, videos and databases.
  • Provide suitable forums for experience sharing and exchange.
  • Produce attractive Magazines.
  • Increase participation of its members in functions of international management organizations.
  • Collaborate with international organization in hosting in Egypt joint activities that exposes up to date practices to a wider Egyptian audience.
  • Host reputable foreign top managers & academic leaders to present their views and experiences.
  • Solicit from members' identification of problems hindering Enterprises Management.
  • Promote awareness of Continuous Education in Egyptian Enterprises.
  • Promote success stories.
  • Promote awareness in Egyptian Enterprises with competition in Free Market Economy.
  • Promote the image of today's manager.
  • Compiled and disseminate information on available training programs that meet good standards.
  • MES will establish a committee of Training Managers of company members to co-operate / exchange experience/information on career development / educational / training programs.
  • MES will compile and update database for training / educational programs offered locally and internationally.
  • Increase membership through demonstrated value for members.
  • Reach wide audience with real need to enhance / improve managerial skills.
  • Balance the frequency of the activities against quality activities.
  • Use update means for communications such as E-Mail among members.
  • Continuously measure how the member companies and individual members see MES.
  • Encourage as many members as possible to take part in committees, task forces and activities.
  • MES will increase its company membership among private sector, public sector companies.
  • Establish annual rewards to attract and motivate creativity and distinguished participants.
  • Strengthen and support MES's Management Club."
  • MES will form operational group to put into action and implement the above strategies under the auspices of the MES committees.
  • Establishing a specialized certifying body viz (Management Engineering Society-Project Management Certification Body MES PM-CERT) to certify candidates working in the project management fields. The “Certificated Project Management Levels” are acknowledged internationally.
  • Out of MES responsibilities concerning management Knowledge Promotion through engineers’ community in Egypt;

    Monthly Management Engineering Cultural Forum” which Strengthens links among individuals and corporate members of the society, discussing different vital management engineering issues
